In accordance with the Program for the Development of Transport and Communications in Turkmenistan for 2012–2016, as well as the National Program for the Development of Civil Aviation of Turkmenistan for 2012–2030, a strategy has been developed for the phased development of the civil aviation industry of Turkmenistan for every five years.
Comprehensive renewal and technical equipment of civil aviation is one of the constituent elements of the development of the transport system of Turkmenistan.
During the years of independence, investment in the amount of 5.2 billion manat was invested in the construction and reconstruction of the airport complex and artificial runway lanes.
As part of the “Program for the development of the transport and communications sector of Turkmenistan for 2012-2016,” an investment of more than 3 billion US dollars was envisaged in the civil aviation industry of Turkmenistan.
The Turkmenhowayollary Agency, in line with the main directions of aviation development in Turkmenistan, in accordance with ICAO standards - the International Organization of Civil Aviation, is carrying out urgent work on equipping air harbors with new equipment, providing ground equipment and modernizing the aviation fleet. In order to successfully: implement these tasks, ensure a high level of passenger and freight traffic, further strengthen positions in the global market for air transport services, as well as meet the growing population demand for air services, the National Program for the Development of Civil Aviation Turkmenistan for 2012–2030. ” This Program provides a plan for the implementation of step-by-step actions for every five years to build up the fleet of citizens of Turkmenistan’s aviation, as well as to increase its production capacity.
Agency "Turkmenhowayollary" in 2016, it is planned to use 3.6 billion manat of capital investments in production and social areas. Currently, the funds provided for in the investment plans for 2016 are fully utilized.
At the initiative of the President of Turkmenistan, in 2007, the airport of the city of Mary was reconstructed, in 2010 a new international level airport was opened in Turkmenbashi, in September 2016, the International Airport Terminal Complex of Ashgabat was commissioned, which became the largest new air complex in Central Asia with an artificial runway strip length of 3800 meters. In addition, the construction of a new air harbor complex in the city of Turkmenabat continues.
